Gathering of Info On When Checks Will Start to Go Out

As you get info from various states about how soon people will start to see this money, please post the info to this thread, indicating what state the info pertains to. Thanks!

    Once checks start going out in mid-December, they will cover the period back to the effective date of the law or the day which you exhausted your benefits after that.

  6. ~~New Jersey Update~~

    I spoke with a reporter from the Star Ledger who I talked into doing a story on the issue.

    She said what she dug up so far is this:

    "I just spoke with the Department of Labor, and I'm writing a story about the mechanics of getting the checks. Apparently you have to wait to certify with the department until the 25th, and you'll get a check around the end of the month if not sooner."

    So, what she was told that we need to let two full weeks go by (week ending 11/15 & week ending 11/22), and then can certify that next week (23rd being the Monday, 24th the Tuesday, etc - whichever your regular days was) - then check (or direct deposit) normally hits 2 days later (though end of week is Thanksgiving so that might cause a day or two of delay) - so most in NJ should have that check right after Thanksgiving, or the Monday after (11/30)

    It did NOT seem as though the week ending 11/8 was going to count.

    She IS doing a story based in NJ if anyone would like to share their story with her let me know & I will post her name & contact info.

  10. Carl, I was getting the run around. I called a reporter and she was able to get answers within 10 minutes.

    Everyone, try calling or emailing a reporter at your local papers who have done similar stories in the past. I found my reporter because she had done a story about unemployment in September and her email was on bottom or article.

  11. As I know it, this week will not count. Sunday will be your "first" day of being counted unemployed towards your "first" week of compensation of this extension.( A lot of words to say so little)

  12. That is the info my reporter got too. Since NJ does checks every 2 weeks, we need to wait until after the 22nd to certify, and then the check should be there within a couple days. Except they don't let everyone certify on Monday - I usually end up with Tues or Thurs.

Carl, I am not sure of that, I guess we are going to have to wait and see, I made some calls to find out what the first week that we would be once again eligible for benefits and all but one told me that they pushed to get this done so that people would be qualified to get benefits for this week. Since you file your claim at the end of the week for that week. So, in states that claim each week they would file their claims next week to get benefits for this week. We wont know until the bill is actually signed tomorrow, but that is what I got from the FC and the W&Ms committee and from the NYDOL. I should say that the first office I called was here in TN to find out for someone who lives here and they were the ones that told me next week. Well will see. I cant imagine why they would make you wait another whole week after all this though.

  14. Cali Gigi, I have been told there will be a work search requirement for this extension as well.

    Carl, I am not sure what you were answering when you commented about EUC and EB. NY has had a work search for all federal extensions per the requirements of the funding.

  16. RE: Work Search Requirements. For all but this last EUC extension, there was a "requirement" but you did not have to submit anything. Just had to certify each week that you had been looking. With the most recent last one, the EUC, I had to complete and return a form every other week. As far as I know, in NJ, the one being signed tomorrow reverts back to how it was originally, certifying you looked but nothing to mail back.

  17. Yes, but that is around Thanksgiving. So, if someone calls to claim or goes on line on Tuesday they would get it by Thursday, but Thursday is Thanksgiving. Probably receive it on Saturday or December 1 - Monday.

  18. Yes, I mentioned T-Day....since I often am assigned to claim on Tuesday (for a direct deposit Thursday) the reporter was not certain if the funds would be there Friday, or not until Monday. In either case, Dec 1 rent is paid. I might be sitting in the dark drinking tap water but my rent will be paid.

    Yeah, Its like I said, I don't think anyone is quite sure yet until the ink is on the paper. The woman I spoke with at NYDOL went to ask her supervisor and he got on the phone and said this week would count but only for those people who continued to file claims they way the website instructed them to file and do work search.

    I should also note that I am sure that is also based on the fact that they are expecting the President to sign it tomorrow, not next week.

  21. For me and for everyone else for sure. But, if things continue on the way they have for me it will be some other date.

    As far as the work search deal, again, that is what I was told through NYDOL, if I don't have to stress about putting that paper in the mail it will make me happy. I didn't have to do it for most of them, but the last extension I did, For some reason I was thinking that I had two extensions that required paperwork, but it was only the last one.

    On Thursday, November 5, 2009, the U.S. House concurred with legislation passed by the U.S. Senate to extend emergency unemployment benefits by up to 20 weeks for eligible Floridians. The bill (H.R. 3548) now moves to the White House for the president to consider.

    Emergency Unemployment Compensation Extension Passes U.S. Senate
    One Step Closer to Becoming Law
    On Wednesday, November 4, 2009, the proposal to extend emergency unemployment benefits by up to 20 weeks for eligible Floridians passed the U.S. Senate.

    The proposal must pass through additional steps before eligible Floridians could receive their payments. Congress must agree on the bill and President Obama must sign it into law before the U.S. Department of Labor (US DOL) can direct states on how to distribute the additional funds.

    We at the Agency for Workforce Innovation are following the issue very closely and preparing for timely distribution of benefits once it becomes law.

    When the agency receives guidelines from US DOL, all customers who are potentially eligible will receive notification in the mail; those who need to file applications will receive instructions. Customers who have already exhausted their benefits should not file an application for additional benefits until this law takes effect.

  23. The bill only applies to those running out of benefits before the end of the year, and McDermott reminded his colleagues that Congress may have to revisit the issue before it adjourns for the year.
    This came out of a long article from the AP on unemployment today.
    As I have always said, I don't trust the media, but it is very specific, and does state things we know. I'm tired. Goodnight ALL.

  26. Even if Obama signs tomorrow (which is Friday), we have always claim for the previous week. Since you have all said that the extension starts when he signs into law, I really don't see how they can count this week (ending the 7th in FL). It would start on Sunday the 8th and go 2 weeks from there and we could call in on Monday the 23rd or Tuesday the 24th. I could be wrong but that's the way I think it will go in Florida anyway......

    Some states file claims weekly. If the bill is signed in this week why would you think this week could not be a claimable? If you live in a state that claims weekly, then you would claim on Sunday for the previous week, that would be this week, which is the week the bill is passed and signed. It like I said in a previous post, NYDOL said that as long as the bill is signed this week we will be claiming on Sunday for this week as it is supposed to be dated to begin this week. Again, who knows, but ti does make perfect sense and that is what both the House Ways and Means and The Finance Committees both told me as well. To be fair though, one state did tell me that they wouldn't start until next week but that state is still getting benefits from an earlier tier.

    It does not seem NJ is counting it. I was told the first 2 weeks I could claim were weeks ending 11/15 & 11/23. That is what the reporter was told by the NJ DOL. Therefore, even though it is signed during the week ending 11/8, NJ is not counting any or part of that week. If they were letting us count week ending 11/8, then I would be able to claim for weeks ending 11/8 & 11/15 (since NJ does every 2 weeks) instead....does not appear to be the case.

It provides the potential for up to 20 additional weeks of benefits for higher unemployment states, including California. If the legislation approved by Congress is signed by the President and enacted this week, then Sunday, November 8, 2009, becomes the first eligible week for the new benefits. Any time spent unemployed and without benefits before then is not covered by the new federal legislation.

    The new extensions will require complex programming to implement once authorized. EDD is working around the clock to ensure payments can be made as quickly as possible.

    In the meantime, there is no need to contact EDD. We will be contacting potentially eligible claimants and notifying them of developments. Once programming is in place we will follow up with further instructions and automatically file the extensions for as many of our clients as possible. We may also need to contact some clients at that time and request further information. Please watch this Web site for further updates.

  33. The Question was not really a question, simply a statement based on what other states' DOL's are saying as well as two offices in Congress. It is more to the point to believe that no one actually has the answers, not NJ and not NY or TN or MA or CT at this time since the bill has not yet been signed and that information will be determined at that point.

    To further make the point that that the date can be set to cover this week or any other week the President decides here is the text from the bill regarding the effective date and then following there after is the definition of enactment date with regards to laws.

    BILL TEXT
    (c) Effective Date- The amendments made by this section shall apply as if included in the enactment of the Supplemental Appropriations Act, 2008, except that no amount shall be payable by virtue of such amendments with respect to any week of unemployment commencing before the date of the enactment of this Act.

    ENACTMENT

    Q: Do U.S. laws become effective when the President signs them and is that the same as the date of enactment?

    A: The date of enactment is the same as the date on which the President signs the bill into law. The effective date may be the date of the signature or it may be stipulated within the law, such as 60 days after enactment, or by designating a specific date of enforcement. The date of a law's effectiveness sometimes has its own section number (usually at the end) and different titles or sections of a public law may specify different dates of effectiveness.

    Again, the date of enactment has yet to be determined since the President has yet to sign it.

    No matter what we all have been told by reporters or DOLS or Congressional offices, its up to the President to set the enactment date tomorrow. I hope its this week and there is no reason why it wouldn't be this week but next week is just as logical. My point was to post the information I was given by the offices I talked to, just as everyone else is posting what they have heard from their calls.

  36. Sunday November 8th is the week ending date for this week. That would mean that this week would be a benefit week according to RI's post and the info on California. Here is what the week ending info is on NY's page

    If you're trying to claim your weekly benefits, this online system is generally available Monday through Friday from 7:30 am until midnight and all day Saturday and Sunday. Claims for weekly benefits made on Sunday are for the week ending that day.

  37. I guess we are reading the same thing differently, so, as always, time will tell. Hopefully once he signs it, various states will update their web sites with more specific info (similar to what Cali seems to have already done). I have checked about 20 other states not listed here yet, and none have anything.

    Remember we have some sources saying there may be checks within a week or two, some states (like Michigan) saying they are not prepared to send out checks until Mid-December (though they will be retro to date of bill signing)

    This issue, like so many issues, is proving that info provided ahead of time often has nothing to do with what actually happens, but is the person's best guess (and sometimes we are given well intentioned but incorrect information). For example, how many times did we hear the House can only hear this on a Tues or Wed? I never found that written in stone, but it was repeated quite often....yet the House put it on the calendar on a Thursday and voted. What happened to all that info that said if they don't get to it by Wednesday it is carried over to the following week? Rather than getting wrapped up in any one possible scenario, the wait and see method is the only one that really works.

    I might feel confident that the NJ DOL is ready to roll the way they stated today....but that does not mean it won't go down another way. If we all have not learned anything the past 2 months, it should be that we just have to be patient and see and not get to upset over one possible outcome since others are just as possible.

  38. As you have all stated, every state seems to be different. Weeks in Florida END on Saturday. That's why I was sure they wouldn't let us down here claim this week. The new week always starts on Sunday. Go figure.

  40. I do not understand why they say it will require complex programming most of the states did this programming on the last extension. They should be able to right a small program that will search and find all people who would be elgible for this extension and apply the change.

    In California is Sunday the beginning of the week or the end of the week for you? In NY Sunday is the end of the week and the day you claim benefits for the week. For instance, on Nov 8th you are claiming benefits for November 2nd to the 8th.

    I guess this is where the question have come from. I thought that Sunday was the last day of the week for all states, but maybe that is not true.

  43. I just called the person who handled my unemployment in Kentucky and he told me he did not know anything about the new extension. I said you know nothing about it at all he told me they have no idea about it, they have only heard there was talk about it but had no idea it had passed. Them kentucky folks are really on the ball. LOL

    True. They changed 13 weeks to 14. The 20 weeks they have time on and all they did was change 6.5 to 8.5. Have to get COFFEE!!

    And Alley, the week ENDS SATURDAY at midnight and you can apply for that week on Sunday 12:01AM. You have to be unemployed for the FULL week. The bill will become effective today. You can not claim on days before the bill passed, including being unemployed, job searches, $ claims. I know we have gone over and over this, but even YOU addressed the retro activeness of this bill, To the Gentle lady from Tennessee,

    Here in California our weekly benefits run from Sunday thru Saturday. We will be paid for the weeks ending 11/14 and 11/21. If all goes well we should receive a claim form in the mail by the 17th or 18th. The form needs to be filled out with jobs search info and mailed back on the 21st. Usually it takes six or seven days after returning the claim form to receive a check. We are paid in two week increments. Hopefully checks will start arriving by the end of the month.

  46. JC, I am thinking that is where the confusion comes from. The week ending dates. For NY the week ending date is Sunday, that would be the 8th. It is like I just told Carl, I have no idea, I just made calls and that is what I was told. I was under the impression that all states were under the same schedule as far as the week ending dates being on Sundays. I posted last night the info that is on NYs website as far as the week ending date. I really think that is where all the confusion comes from and of course there is nothing etched in stone until the POTUS signs the bill and sets that date.

    I believe that means that will not pay for any back weeks and that it will only start counting for this week. So for like me I will not get paid for the last 3 weeks sine my claim ran out.

  58. You are reading the federal extension of 2008, which these are attached to and it puts the qualifications back to the mid 2007s I believe. I know this because I have been collecting since 10/07

  62. The Qualification goes beyond Nov 2008, logically thinking if you are out of benefits means you collected 79 weeks here in California. That goes farther back then Nov 2008. I finished collecting at the end of August on a claim dated back to Nov 2007. Correct me if I am wrong but I believe I qualify. Also most sites state that if you qualified to collect the first few extensions and nothing has changed you are entitled to collect this one. I hope this helps, please let me know if I am incorrect :)

    For anyone claiming from NJ, you do not have to do anything at this point, they are automatically filing the claim on your behalf.

    On WEDNESDAY, NOVEMBER 25, you can then claim for the prior to weeks, using either the phone or the online method.

    You should get a letter before then, but if not, that is the key piece of info - CLAIM YOUR BENEFITS ON WEDNESDAY, NOVEMBER 25.

    Since they are closed the next 2 days, I am not sure when you might see the actual check or direct deposit, but I would think no later than Monday Nov 30. Hang in there all.....30th seems a long way off, but it is at least a sure thing.

    On Friday, November 6, President Obama signed the Worker, Homeownership, and Business Assistance Act of 2009 into law. The new law provides additional weeks of Emergency Unemployment Compensation (EUC) for thousands of Floridians who have exhausted all benefits or will by the end of the year.

    Our top priority is paying our eligible customers as quickly as possible and we will begin making payments within 4 to 6 weeks. We will post regular updates to our Web site and expand call center coverage to assist customers. Some customers will automatically be eligible for the extension; those who need to file applications will receive instructions.

    I sure as heck hope they are wrong about the 4-6 weeks. I've already been without for 13 weeks.

    Additional Emergency Unemployment Compensation (EUC) Benefits Available

    On November 6, 2009, President Obama signed legislation providing additional Emergency Unemployment Compensation (EUC) benefits. The new law provides up to 20 additional weeks of EUC benefits in states with an unemployment rate of 8.5 percent or higher, which includes New Jersey beginning November 8, 2009.


    Letters are being mailed on November 9, 2009, to advise individuals who exhausted all federally funded extended benefit programs or were disqualified from receiving Extended Benefits (EB) due to specific separation issues (such as misconduct or refusal of suitable work) about this new program. This letter advises them that they will also receive a monetary determination letter and a separate certification notice with instructions on how to claim EUC benefits on the Internet at www.njuifile.net or by telephone.

    The first two weeks of potential eligibility for these additional EUC benefits are the weeks ending November 14, 2009 and November 21, 2009. Claimants are instructed to certify for these first two weeks of additional EUC benefits on November 25, 2009.

    We will post new information about the additional EUC benefits as it is made available to us by the United States Department of Labor.

    Claimants should not contact the Department of Labor and Workforce Development or report to a One-Stop Career Center in reference to these additional weeks of EUC benefits; all the information concerning this program is being mailed.

The first payable week of this new extension is the week ending November 15th, 2009. Retroactive payments cannot be made for individuals who exhausted all extended benefits prior to the week ending November 8, 2009.     I'm confused, "pending further legislation" for the addtl. 6 weeks? Is that about extending the previous deadline to allow collecting past Dec 2009?

  68. This was on the Orange County Register website....President Barack Obama today signed a bill the will extend unemployment for the thousands of workers who have already exhausted their benefits or will soon.

    The bill provides up to 14 weeks of additional benefits to all states and up to 20 weeks in high unemployment states like California. However, because an earlier bill included a sunset provision at the end of this year, California officials say Californians likely will only be able to get an additional 14 weeks of benefits.
    Will HR3548 override previous legislation?

    I read the article and based on NY and a few other states there is something that is not clear. The Benefits will start on the week beginning the 8th but there seems to be some confusion as to 14 weeks and 20 weeks. I am going to read the bill over again and read it in conjunction with the original bill and see what is happening here.

    The Senate is on Recess for a week so there wont be anyone in DC to answer questions but they will be in their home states working.

    This is crazy, I cant imagine that the FC would make such a stupid error!

    On Friday, November 6, 2009, President Obama signed new federal legislation making further unemployment extension benefits available. The first eligible week for the new benefits is the week starting Sunday, November 8, 2009. Any time spent unemployed and without benefits before then is not covered by the new federal legislation.

    Although the new extensions do provide the potential for up to 20 additional weeks of benefits for higher unemployment states, including California, it’s likely six weeks of those benefits won’t be available due to pending federal filing deadlines at the end of the year.

    The new extensions set new records for benefit weeks available in a federal extension program and will require complex programming to implement. EDD is working around the clock to ensure payments can be made as quickly as possible. It’s currently estimated that will take several weeks.

    In the meantime, there is no need to contact EDD. We will be contacting potentially eligible claimants and notifying them of developments. Once programming is in place, we will follow up with further instructions and automatically file the extensions for as many of our clients as possible. We may also need to contact some clients at that time and request further information. Please watch this Web site for further updates.


    Can somebody explain to me what they mean by "its likely that six weeks of those benefits will not be available due to pending federal filing deadlines at the end of the year? Is California the only state that is saying this? Can they do that? I mean California's unemployment rate is above 12%. Can Somebody please explain? On top of that they say that it will be "several weeks". I hope the senate will have all of us over for turkey then.

  74. I did just get through to NYs system and got through the entire process but it stopped short of the confirmation page! Now I cant get back in to see if it all went through. There must be some serious use on the system today!

  77. "WASHINGTON STATE DATED 11/14/2009 ON THEIR CLAIM SITE"

    Congress and the President approved an expansion of “emergency unemployment compensation” (EUC) effective November 8, 2009. People who are eligible may begin claiming as early as Nov. 15 for the week of Nov. 8-14 (claims are always for the previous week). The department has worked diligently to recode our computer system and plans to mail the first "extended EUC" checks the week of Nov. 16.

    For people who previously received EUC and/or “extended benefits,” we will automatically reopen your claims for two weeks (beginning Nov. 8). All you have to do is submit a weekly claim, as you’re accustomed to. If you don’t file a claim within those two weeks, you’ll need to call the unemployment telecenter (800-318-6022) and speak with an agent to have your claim reopened. We will post new or additional information here, if anything changes.

  78. BTW WASHINGTON STATE pays once a week, with checks normally going out on Monday, or direct deposit payments processed Monday night, available Tuesday morning. Claims are done by phone or internet only and you can claim the earliest on a Sunday @ 12:01AM through Friday 5:00PM, unless Friday is a holiday and it's the last business day, such as Thursday 5:00PM would be then be the case the latest to claim for the prior week.
