SEE EVERYONE IN FEBURARY WHEN CONGRESS IS TRYING TO EXTEND THE APPLICATION DATE FOR THE 4TH TIER (6 WEEKS)

Carl is obviously a pessimist :) Anyone heard if they are actually working on that and HR 3404, AND if they plan any more extensions for those people on this last one.

  4. More BAD news on California Edd website... (Updated December 3, 2009)

    The Employment Development Department (EDD) has completed most of the complex programming required to be able to file and pay the new extension of Unemployment Insurance (UI) benefits enacted by the federal government on November 8, 2009. Testing is now required to ensure the new changes adopted into the 25-30 year old programs will not negatively affect our ability to process and pay benefits on other claims.

    If that testing goes well, our goal is to be able to start processing the new federal extension claims and sending out notices and claim forms to potentially eligible unemployed workers in the next one to two weeks. The following week we plan to have the programming completed on necessary changes in our payment system so that checks can be issued, assuming again that all goes well in testing.

Those who exhausted all of their available benefits before November 8 will most likely be advised to submit a new application for the extension benefits. Because so much time elapsed between when these claimants ran out of their benefits and when the federal government enacted the new extensions, EDD has to collect updated claimant and employment-related information to file these claims. To save time, it’s recommended these claimants go ahead and submit a new application for the extension benefits now online. For those unemployed workers who ran out of their benefits after November 8, EDD should be able to automatically file their new extension claims and send them claim forms to be completed and returned.

  7. Kentucky finally completed there programming and this morning I was able to file for the 4 weeks back they owe me, so if all goes weel I should see all of the checks by the end of this week.

  9. POST FOR TENNESSEE APPLICANTS :

    Tennesseans eligible for the latest extension of federal unemployment benefits will be able to file online applications starting Friday.

    Checks will be mailed to beneficiaries on Dec. 18, the state Department of Labor and Workforce Development announced Monday.

    The first check will include payment for all benefits due since Nov. 14, department spokesman Jeff Hentschel said.

    Only claimants who have used up all prior benefits will need to file the online application that will be placed on the department's online site -- www.tn.gov/labor-wfd, People who exhausted their state extended benefits before Feb. 27 may also be eligible for the latest federal extension and are encouraged to apply.

    Tennesseans who will exhaust their state extended benefits after Dec. 17 will not have to reapply; they will automatically transition into the new program.

    People who are expecting to receive a mailed notice of their claims status for the extension but do not receive it this week can call the state claims office at 1-877 813-0950.

    To date, that testing is on track and we expect to start processing the new federal extension claims and sending out notices and claim forms to potentially eligible unemployed workers the week of December 14. We anticipate issuing the first two-week checks soon after. We will send and receive claim forms in sequential order to avoid interruptions in payments. Checks will arrive in two-week increments for all eligible weeks of unemployment dating back to November 8, 2009, as long as claimants quickly and accurately complete and return all pertinent claim forms sent to them and the responses on those forms verify eligibility.

    All potentially eligible unemployed workers whose claims ran out after November 8, 2009, will be sent notices along with their first two-week continued claim form as soon as the new programming is up and running.

    Approximately 94,000 claimants exhausted their available benefits between September 1, 2009 and November 1, 2009. Because of the time that elapsed since these claimants ran out of benefits and when the federal government enacted the new extensions, EDD needs to collect updated claimant and employment-related information to file these claims. These claimants should immediately submit a new application for the extension benefits online. The application for extensions is the same application used to file for regular unemployment insurance benefits.

    Those potentially eligible to receive the new extensions with up to 14 more weeks of UI benefits available include those who have exhausted all available unemployment benefits. As of December 9, 2009, EDD estimates 121,000 people in California will have run out of benefits. Those potentially eligible for the new benefits also include those who will run out of their second extension benefits by mid-December, and those who run out of their current FED ED benefits between now and early 2010.

    By Monday, the EDD will automatically file new extension claims for all the 121,000 Californians who have already exhausted their benefits, Levy said.

    They will begin receiving their first checks by the end of next week, though some in Northern California may get them as soon as Wednesday.

    Though the checks are issued for two-week periods and are normally sent every two weeks, those who have already met their maximum will instead see a "rapid succession" of payments to catch up on all the money owed since early November, Levy said.

    The jobs agency will also be sending out claim forms and a note about the automatic application to eligible individuals, including 164,000 more Californians expected to use up their benefits by the end of the year, she said.

    "As they're working on getting us that claim form, we're working on getting them that first check," Levy said. "We're very happy about it. We've been really, truly committed to getting these checks out the door as quickly before Christmas as possible."

  12. Nevada:

    LAS VEGAS, Nv -- Thousands of Nevadans who have either exhausted their unemployment benefits or are in danger of doing so are about to get some relief.

    Money to fund the unemployment extension benefits has arrived in Nevada and will start being distributed on Saturday. State workers were on the job until 2 a.m. Thursday processing the money so it can be distributed.

  13. Kentucky--- I received all of my back checks yesterday so it looks like kentucky is now completed all of thier programming I am set to file agian on Dec 20th which would be my normal biweekly cliam date.

    Found this article on the msnbc site about the debt/defense bill. Sounds like they are trying to attach jobless benefits.

    "The defense bill also will contain an extension of jobless benefits, health insurance subsidies for the unemployed and child-care subsidies, Durbin said.

    Hoyer said the jobless benefits will be extended by 6 months at a cost of roughly $50 billion."

    This is beyond the approval for the already-approved 6 weeks I believe. Also there is talk of a 2nd stimulus bill that may inlude an extension if it's not acheived elsewhere.

    Sounds like they don't expect an improvement in the job market and they're getting prepared for it.

    Good news for those who have exhausted all available extended unemployment benefits as of December 5, 2009.
    EDD was able to complete necessary testing and automatically file the new federal extension claims on Sunday night for potentially eligible claimants who have already run out of benefits. Notifications alerting approximately 115,000 people of their filing status and claim forms to verify eligibility are being sent in the mail today, Monday, December 14, 2009. With this automatic filing of extension claims, claimants who previously had been advised to file for the extension, will no longer need to submit a new application online.
    In addition, EDD has been able to expedite the payment process in the extraordinary case of this new extension. That should enable the department to issue and mail the first two-week checks for those eligible claimants by the end of the day on Tuesday, December 15.

  20. So if I am understanding this correctly the defense bill that the senate should pass tomorrow will include an extension that should allow us to receive the 6 weeks that was in the last bill but no one would have actually received. Does anyone know if is this right?

    I received my first check for weeks ending 11/21 on Wednesday 12/16/09..

    Fiiled out the claim forms and mailed them 12/16/09 and a check for the weeks ending 12/05 arrived today 12/19/09…

    Filled out claim forms for weeks ending 12/19/09 and mailed them today. Hopefully a check will get here before Christmas…

    Glad to hear from you. The Bill that made sure you could collect that extra 6 weeks for 8.5% unemployed States was signed into law on 12/21/2009 attached in the Defense Bill. It will also help those that still haven't filed for extensions they haven't claimed on up through week 12/27/2009 and then claim all of THAT extension up through May 2010.
    I know it's been a rough year for you and a lot of other people. I hope YOU, and everyone else have a much better year. May peace be with you, and have a Nice Christmas. We got through THIS year. We can do anything they throw at us now!!

    I have been looking for work everyday and still nothing............

    Getting nervous, because February or March will be it for most of us and at the rate that the Senate makes decisions/passes bills we will probably suffer for months (large gap) before receiving anything. If at all.

    Hope they do something quick as far as job creation because this waiting and wondering is torture.

    Have you found any good prospects? I have been applying like crazy and I have been in school full time for over a year now. In my fourth year of college, hoping this will help. But, I need work now. I am so tired of watching the calendar like a clock and feeling nauseas at the thought of running out again before I obtain/land a job.     When the defense bill was passed at the end of Dec it also extended the unemployment from last year until Feb. So you should be able to get the 14 week extension if you ran out on Dec 31st.

    I hope that all are well.

    I just claimed my last two-week benefit with a remainder of not even a full (one week) out of the first 14 week extension. They did not add the additional 6 weeks (I'm in NJ) yet. Will this be automatic or will there be a gap? Does anyone know? I did read that the ARRA was re-authorized so that this bill can be paid fully wihtout running into any deadlines that could hinder full payment. Just wondering if I will be waiting a bit or if I will receive something in the mail with this check/stub. Still no job, yet, either! Now, my son is also unemployed....this is getting tougher and tougher. Good luck to everyone!

    I am not sure I understand how you have already claimed 14 weeks, maybe NJ is different then KY but the 14 week extension did not start until Nov 8th so it should have lasted until sometime in Feb. I could be wrong about this so if I am someone will correct me I hope.

  34. Once you exhaust the remainder of the "partial" week balance, you should get something in the mail promptly regarding the last six weeks.

    Also anybody hear anything concerning this so called jobs bill? Heard they were looking to extend another 6 months for all? Can anyone confirm that? Been looking around haven't found much on that.

  36. Let me answer some questions really quick, off the cuff. You can not collect unemployment if you are going to school, unless the school, or job training is part of the unemployment program. To collect the 14 weeks, you must be out of weeks no later than before the last full week of February, that is the same as for the states that get the extra 6 weeks, can't get those 6 after the same deadline that I just said on the 14 weeks. If you started collecting when they first went into play Nov 8th of 2009 you will be able to get in under the wire to collect the last 6 weeks after the 14 weeks if your State is eligible. As for the extension of ARRA of 2009 and the 4 tiers, remember, that the extension will be for those that HAVE NOT collected all those tiers yet. The extensions specifically spell out they are to be collected on ONCE. Those that already collected them will NOT be able to collect them AGAIN. To collect any more weeks for those that have already collected them, they would have to pass another extension aka tier 5. It looks quite clear that the agenda is to get the extensions afforded to those that have not collected the tiers yet, not passing a tier 5, at least not first on the agenda is a tier 5, and maybe very likely not at all. Don't be looking for a tier 5 after this 14/6 weeks runs out, at least not right away. The extension dates is the agenda, not more tiers at the moment. They also could just write a Stimulus 2 Bill and move the dates up for those that qualify to not go back far enough to the eligibility date that not to include those that have been unemployed long enough to have collected the 99 weeks (which is the total maximum weeks including regular state claim that has been put out there to date. Example: Eligibility for those that have been unemployed did go back as far as May (I think) of 2006. They would just make the Stimulus 2 for those unemployed no later than 10/16/2008 (that was just an example date I made up). They are more concerned as to getting extensions to those that have not had a chance to collect them, than the ones that have already collected 99 weeks.

  38. Question for those on the 4th tier and quickly getting to the end of those 13 weeks…weren’t we supposed to get the addition 6 weeks due to CA being over 8.5% unemply. Well how come our check stubs do not show the other 6 weeks ?..what is going to happen when we run out of the 13 weeks in the next 2 weeks or so…is there going to be another letter to us ?…anybody able to tell me ?

    I do not know how your state works but yes you should be able to collect another 6 weeks after you have completed the 14 week extension. It would not show on your current checks because if by same strange miracale your states unemployment droped below 8.5 percent before you ran out the 14 weeks then you would not get the extra 6 weeks.   41. Question: I'm in Atlanta, GA...they extended the benefits (tiers) from late November to the week of Feb 21, 2010. That would take me through third tier and I am assuming (from what I read) that I will not be eligible for 4th tier (unless they extend the date again). But we also have SEB (State Extended Benefits), but it reads that you have to complete all 4 tiers by the Feb 21 week date, to be potentially eligible. But I'm seeing some discrepancy on the home page of Unemployment Benefits, or I am not reading it correctly. If I can't get to fourth tier, am I done? And my main question is: WHERE IS THE BEST PLACE ON THE WEB (OR OTHERWISE) TO KEEP UP-TO-DATE ON ANY CHANGES IN DATES FOR EXTENSIONS?

    I appreciate anyone's feedback. GA is now at 10.3%...and I send a deluge of resumes every day, as I'm sure all of you have.

Those asking if they will get the remainder of there weeks of an extension, such as 4 weeks or so on in March...YES..You will receive your weeks after 02/2010, you just can't start a new extension claim (tier), until Congress extends the dates, which they will, but will it be retroactive?? We will see.

  44. Jenny, you can't claim EB after 2/2010 unless the Congress keeps the same rules put in place in ARRA (HR.1) of 02/2009. It was hard to qualify and the states had to take on 50% of the cost burden without the ARRA of 2009 that has just expired. That would be up to 20 weeks, so hopefully it will be included. I'm hoping for a tier 5. If they do a tier 5, I doubt it will be included in the extension of the ARRA benefit bill. It will be a stand alone, or attached to another most likely, but you never know.

    In addition, the “stimulus” bill, in addition to shifting the financing for extended unemployment compensation benefits to the Treasury (as opposed to the Unemployment Trust Fund), and increasing all unemployment benefits by $25 per week through the end of 2009, effectively nationalized for the first time the Federal/State extended benefit program authorized in permanent law. That program has since its inception in the 1970s paid extended benefits in high unemployment States using 50 percent State funds. Extended benefits last up to 20 weeks, meaning the total maximum duration of 100 percent federally funded extended benefits today is a record 73 weeks-up to 53 weeks under the “temporary” program and another 20 weeks under the “permanent” program, which is currently entirely federally funded. Thus unemployed workers can receive a total of 73 weeks of federal benefits, or 99 weeks (counting 26 weeks of State unemployment benefits) available nationwide-with a total of 105 weeks available in high unemployment states.
